I haven’t watched this, but here’s a review of it from USAtoday.
Seems like the movie has lost its focus. Instead of focusing on its best asset (Jack Sparrow), it tries to do too much, getting in new actors, trying to spread out screen time among all the actors. And in doing so, it gets too convoluted and fails.

More proof that focusing on your best asset is key to success. If you don’t, you’re likely to fail.
